    Inside the Cuban Government’s Latest Confrontation With a Florida Boat

    There is a certain stillness about Havana at dusk. With fishermen throwing lines into what appears to be calm water from a distance, but is rarely so, the Malecón seawall shines in the last of the orange light. On a clear day, it’s difficult to ignore how close Florida feels. Ninety miles. The Cuban government has been influenced by this closeness for over fifty years, and it erupted once more this week.

    According to the Ministry of the Interior, four people were shot and killed by Cuban border guards on a speedboat registered in the United States, close to Villa Clara province. The passengers, Cuban nationals residing in the United States, allegedly opened fire first in an attempt at what the government called “an infiltration for terrorist purposes,” according to Cuban officials.

    They reportedly confiscated weapons. Another six were injured. Washington claims to be looking into the matter. And it feels like there is less distance between Miami and Havana than there has ever been.

    The conflict was presented by the Cuban government as a defense of national sovereignty. It’s not a new language. Gas stations are intermittent and occasionally close early without warning. In some provinces, blackouts have become commonplace. The island needs about 100,000 barrels of oil every day, and fuel has become limited since Venezuelan shipments were stopped. Silently, analysts predict that by the end of March, reserves may become dangerously low.

    The Cuban government seems to be functioning in a state of survival. Sanctions are still in effect. The Trump administration has increased pressure on nations that provide oil to Cuba, occasionally threatening secondary tariffs. Then, in a surprising turn of events, Washington declared it would allow some oil transactions in the private sector. Both sides’ long-term strategy is called into question by the tactical, almost improvised, feel of the policy changes.

    The island is still changing as a result of migration. Over the last six years, almost a million Cubans have emigrated to the US. Others have moved abroad, including to Spain. According to reports, there are now only about nine million people living in the nation. Whole communities seem thinner. There are fewer pupils in schools.     It’s possible that the leadership carefully considers reform because they don’t want to upset the already precarious economy. In recent years, gradual changes have been implemented, such as allowing limited foreign investment and growing small private enterprises. However, a lot of citizens think the pace is slow. Patience is put to the test more by rising food prices and electricity shortages than by ideological arguments.

The government contends that dangerous crossings are encouraged by hostile U.S. immigration policies. Washington responds that people flee because of repression.

    The Cuban government appears to be negotiating a narrowing path. External pressure, emigration, and economic contraction are all convergent. It’s unclear if this will be a turning point or just another phase in a protracted conflict.

    As of right now, Havana’s official stance is unambiguous: sovereignty comes first, reform happens gradually, and there is no abrupt surrender. However, one questions how sustainable that balance is when they see blackouts flicker across apartment buildings and hear the distant hum of generators sputtering to life.
